I tried to uninstall and reinstall the program, reinstall it from disk, but it still does not work.

Try opening the.exe file in admin mode
Right click on file, Properties, Security tab, Advanced, Permissions... and look at the "Unblock" checkbox on the bottom.

double click on file, Properties, Compatibility tab, Run the program as an administrator.

What was missing was the correct "X86" folder as seen here:
You need to unblock the "X86" folder for 32-bit installs, then open the installer using "Run as administrator"
